So, it's boring, terrible in limited and very weak in constructed in almost every application... Why is this rare?

Seems like a REALLY narrow sideboard card.

Permanent.
Getting rid of a permanent is a big deal.

Yeah, until you realise it really isn't and there are better cards for this.

Oblivion Ring, in White, especially comes to mind and isn't half as narrow. The only thing that this does better than O-Ring is kill Geist of Saint Traft.

Just because cards are better than this doesn't mean that this isn't going to be a rare. Of course cards are better than this. Devour Flesh can easily get rid of GoST. And that alone is a common. O-Ring is an uncommon.

The rarity isn't always based around the power level of the card though. Rares are usually based on being more complex, not better than commons. Getting rid of a permanent is still a big deal to the rarity because it expands over every card that remains on the field besides Emblems.

So the argument for it being rare is it has the word "permanent" written on it... Weird but ok.

Plus it's an Instant and O-Ring is an enchantment. Let's you hit things like Ozedat.

And that really is the definition of narrow.

Yeah, this could have been Uncommon. It obviously won't affect Limited massively, and the effect isn't even that complex. The only reason this is Rare, is because it's an effect that's a bit out of colour pie.

There must be something we haven't seen yet that This card was made to counter...just wait and see

It deals with Ral pretty effectively, given most things he works with will be either nothing or mono-coloured.

Otherwise, I got nothing, especially since it's symmetrical. It's certainly no Innocent Blood.
