Probably because they didn't want Azorius to be too threatening in Standard. Shame, because I can see how useful detain would be. Makes me sad that Silence and Grand Abolisher won't be in this format either, it would make such a lockdown deck. qq

Yeah, Stomehorn Dignatary is better than this. unless you're dealing with too many creatures with abilities.

We don't really have that many creatures with activated abilites except for Mana Dorks and Falkenrath Aristocrat ATM...
