Though I do agree that they should've included Rainbow Neos, but I feel that it'd result in a lolrandom OTK that we'd all despise in the end. ._.

Air Neos isn't exactly OTK Material. Rainbow Neos has more potential when the card itself doesn't destroy anything, and has the ability to just return everything to the deck, instead of the hand. Returning to the hand gives the opponent a shot at setting/summoning if they survive, but literally SPINNING everything back to the deck does not, and results in dead-draws for your opponent. Plus the fact that it's a constant 4500 ATK rather than Air Neos who shifts depending on your situation.

No, it does not. Rainbow Neos has the most potential /because/ it can clear the Monster Zone, or clear off the S/T Zone, and swing for the finishing move.

Running Rainbow Dragon is cloggy, with RDD being marginally less cloggy, especially if you're returning them to deck.
Even with it working on Rainbow Neos, it would be a fun deck. However, Air Neos has much more potential to break that WIIIIIDE open.
Making Rainbow not an E-HERO was a balancing factor. Not letting it work with this was a kick to the huevos.
