Headache for judges though. When you draw a Miracle card, should you have to think about using it, then you have to actually state that you're still in the Draw Step and leave the card to the side, before putting it into your hand.

You don't have to cast it aside. They can tell by the order of your hand, most players, because people usually put it at the end. And judges would take to keep tabs on it now. More work could mean more money.

I would see why not, they are working. Judges are only needed for Legalized tournaments, so they would normally get paid their with money OR GUM: TRIDENT LAYERS!
