Technically, in terms of Japan's meta, which I've always felt is pretty one-sided, Duke's not the top of the top, since you've got all the crossrides, MLB, and Alfred Paladins/Standard Paladins tromping all over everything, in addition to stuff like Neo Nectar and YoKo.dek breaking through to the upper levels of play.
English meta's a bit different. Without the crossrides and baseball, and without Wingal Brave (which makes Alfred Paladins and Standard Paladins fairly consistent in getting a tool for their deck), stuff like Retire Kagero reigns, and even then, RetKag runs into trouble against an LBer like Duke, who's so easy to set up and swing regardless of scenario. Ride chain aside, he can do what he needs to do once he hits four damage; and on top of that, he can manage it three times a match if you rip a few heals.
Talked to Koko about this, and the main reason this card's deck tops/appears so much in ECG is due to the amount of sacking potential it has compared to stuff like RetKags and Royals. It's ridiculous.
In response to Casey...no. f*** that. I don't think any Limit Breaker should get a crossride, no matter what it is. That would just make things worse than they already are in terms of top-tier decks.
