That, and standard creatures have standards.
He does nothing useful unless you get him out on turn 1, and he's a worse mana sink than any other mana sink in standard.
He's amazing in Limited, but outside of that, he's absolutely terrible. 1-drops aren't important bar Rakdos Cackler and Stromkirk Noble, really, since they actually generate field-advantage and don't start setting you back for the whole game, then after that you have the plethora of good one-colour 2-drops, then the guildmages. You have far, far better things to be doing with your first few turns of mana.
Even if we had Scars block in standard right now, he'd be terrible, since he's just too slow and instead of getting better as the game goes on like most slow cards, he gets worse.
