Sanji is kinda of a special case with his strength. Sanji was trained by Zeff (he's kinda like the Gordan Ramsey of One Piece) who fights with his legs because hands are used for cooking and shouldn't be damaged. He's third strongest, under Zoro.

Just for comparison, Zeff was called Red Leg because his legs would be covered in the blood of his opponents. He trained Sanji when he was a kid, and Zeff was a rather abusive teacher. That should be a testament to his strength
