Actually, it really does. Both are rares that act like uncommons. The difference is Emmara was hyped up so much is all. Both are horribly wasted rare slots. At least Primordial Hydra felt rare, this feels clunky and is arguably just worse than Nimbus Swimmer of all things.

It would be better if it were XG instead of XGG for what it does, but Wizards probably figured that would make the card overstep its boundaries.

Its effect is nothing like a hydra either, for the flavor... It should have an effect that adds to its counters somehow. Though that's me being nitpicky.
