Not surprising when it's among the best legacy cards.
It's such a ridiculously powerful strategy, but blue just happens to be a very good colour in legacy, so it can get stumped a lot.
The deck has a fantastic Maverick matchup, though, which is one of the best good matchups to have... Shame it has a bad RUG matchup.

Any format. In Magic, there's no upper limit for decks. Only the lower limit of 60 cards.
