This is a pretty good boost to Blaster decks, although the base 12000 means that his vanguard will still run into the same offense issue versus The End, and it can't be relied on during the opponent's turn. Breaking down his skill, if this were ridden after a successful Majesty Lord Blaster attack, that would be about five cards in the soul other than Blaster Blade, for a +10000 boost overall, basically the standard we've been having since Phantom Blaster Dragon. With Toypugal he can go for the same numbers as MLB minus the extra crit, and since Majesty Lord becomes setup for him, your opponent might have used up their perfect defense in the previous turn stopping that attack.
The actual card costs a -1 to use since you're required to have a grade 3 to ride him, and at the end of the turn you're a base 9000 grade 2 that's probably gonna get torn apart...but if the opponent doesn't have reserves in hand or crazy superior call skills left over, they've lost their entire field and may not be able to retaliate. The lack of RG calling means you need The Blaster in as few copies as possible unless you're running Mirubiru or something, which would also mean dedicating Wingal Brave's searching to him, so that turns Lord Blaster into a four-of and leaves only a little room for Palamedes. On the other hand, you could keep Brave as a dedicated Lord Blaster searcher and then camp out on MLB's own 12000 after the big attack until you draw Exculpate.
I'd say he's a two-of in either case. The attack is too costly to be spammable but 22-31000+ versus every card on the opponent's field is amazing. He also has great synergy with Margal and the BT05 cards, the CB3 is refreshingly good after seeing the new Ezel and to top it off, his skill doesn't require the cards soulblasted to be Royal Paladins.
