Am I the only one thinks that this card is...meh? 6/4 flying for 6 is kinda good, but it dies easily and it relies in your opponent actions. :T

It kinda cute...it makes your matchup against aggro less painful---as the more they try to kill you me more resources you get...

It doesn't go against Azorius' logic, IMO.
First, she's the guild master. She'd not do anything on her own, considering the guild she's in. Second, she gives you resources whenever you're attacked, which means that no matter if you detained his creatures or not, you're always on a win/win situation.

Because if you are detaining his creatures, your opponent won't be attacking you anyways. No Attacks == No Draws
And Detain is such a good ability

So...they're attacking you while you have a 6/4 flyer out? Meh. At least Niv-Mizzet helps because it lets you speed up the clock insanely. Isperia just softens the blow when you actually are dying.
Oh, and obviously it's awful with detain. Both Isperia and detain are flavourful, but they don't work together. The latter prevents things from attacking you, and this just wants things to attack you.
I guess the way it works is once you play it, no-one is gonna attack you. But the problem is that it does nothing immediately. So it's gonna be bad in a removal heavy format like Return to Ravnica.

Not to mention that UW has Delver, Snapcaster and Geist, still, along with Unsummons and O-Rings.
They won't be using the big, fat bosses most likely, because if they're like Isperia then they'll suck. I'm just hoping that UW control has a big creature to work towards since Frost Titan and Consecrated Sphinx are leaving. :c

Tamiyo isn't a direct board threat though, and she can only protect herself against 1 creature. :c
I want to have like a 6/6 for 6 with like:

Nontheless UW control has a pretty bossy creature already in the form of Drogskol Reaver
Which is not really reliable ATM due to better options but once rotation comes in and with more azorius and General W and U stuff that may come later it can be quite dangerous

Let's not forget that Bant has access to Fog and the like in non-Standard scenarios--hell, even Standard scenarios. So the swings would still supply you with some nice draw power.
