What does restricted mean, exactly? I'd assume it means zero but it could mean 1, so...

"Restricted" for the forerunners is basically that you can't play them as forerunners, but you can play them any other way. But in the sense of any grade higher, you can't play them at more than 2 in the same deck.

That's not true. Conroe was "restricted" with The End a while ago, meaning that you could only play 2 The End or 1 The End 1 Conroe. You should really be more specific about this.

Just say Forerunner Restriction. That means that you can't use it as a starter any more pretty much.
