Basically the reason people will run this is, more or less, because it's a generic Rank 4 EEV Target.
...Which is pretty silly, going to such extremes, only to get a 1-off card to act as winmoar.

It's just a Generic EEV target, achievable in rank 4 decks. No one so much cares for the rest of it, it's just that means the decks can side in EEV, which makes the book match marginally easier.
That's basically the only reason people like it so much.
