It does seem pretty dull for a Commander imo.
It doesn't really do anything particularly interesting, just a bunch of lifegain with what's essentially an expensive populate ability when you compare it to Rhys the Redeemed.
Sure, it's a build-around-me Commander, but it's not exactly a dynamic one, at least to me.
On the other hand, it's a very good card in standard in an aggro meta.

Rhys is a hard-to-find, 12 dollars card.
And obviously... you'd not want Emmara as a commander.

Glad I traded Trostani when she was high, because man, did she end up going low.
Still interesting, for what she's worth. Great in EDH for sure, and she was kind of a weird pillow-tech for my friend's Bantomancer combo.
