tl;dr - Descendant's hit. The End, Conroe, Alfred, and others are unbanned. MLB and Full Tsuku, along with Barcgal, are still restricted.

I'm probably back to Vanguard with Ji Endo.

They unlimited DOTE with Dauntless around? Welp.

To be fair, there are a lot of better decks now, and Alfred didn't really need to get hit, so I guess these changes are alright.

11000 power Narukami that has LB4: (CB1 and discard 3 Eradicators) stand and get +1 Critical if its attack did not hit. The limit break is basically super Spectral Duke, not losing twin drive, but its other skill is to CB2 for +5000 power so it can actually do stuff pre-limit break. People don't break ride with it, they use Gauntlet Buster Dragon (11000 power, normal skill; CB2 and opponent chooses a rearguard to retire, limit break; gets +3000 and +1 Critical whenever an opponent's rearguard is retired) for the early buildup, then switch over to Descendant for the endgame. Descendant can't plus the way that The End can because of the discard 3, but extra drive checks is hands down the best skill in the game, with only static Crit rivaling it, and Descendant does that too. Coupled with the regular skill on Descendant, you basically have it boil down to "CB3 Discard 3: automatic critical trigger, gets two more drive checks."

It's funny because most everyone was anticipating Alfred Liberator to be the new meta, with the new Narukami being somewhat downplayed by comparison, but Descendant turned to be a sleeper hit that overtook the meta as an overnight success in mid-March.

Personally, I'm not all that worried about The End because save for Blockade Inferno who uses it to pace himself, crossride is irrelevant in this format. And because my normal deck is an antideck. Ironically, I don't think Tsuku will be run at more than 1 even now that Ichibyoshi's off the list, because the Goddess deck runs so well with just a Full Moon tech to fetch through limit break.

So the theorized "reason" behind the changes were that the decks completely fell out of the metagame of tournaments, while within two, Descendant just dominated.

I'm guessing that Dauntless is going to be eyed because of the return of DOTE as an overbreak option, since based on what I've tested, the problem card is going to be it in comparison to a lot of other breaks in the meta, even Shaver.
