Except it's underpowered. Last Stand has pretty much no mana investment, and especially so if you're running shocklands and its ilk. That's why it's good. It scales without needing extra mana investment.
I mean, this thing isn't actually better than Cruel Ultimatum until you invest, like, 9 or 10 mana in the whole thing.

This doesn't even scale with Cruel Ultimatum. Ultimatum actually strips them of their cards entirely, and puts you significantly ahead for 7 mana, every time, for less of a colour investment. This is just weak.
