It... really doesn't do much and seems to confuse a lot of players...

It completly prevents card advantage. It has to be good somewhere. I could just slap EDH here and call it a day, but...it's just godly there, not just your average "bad everywhere but in EDH" card.

Well, the wording's weird and the official rulings don't say anything about it so... Does it affect the draw the player gets from it too? If that's the case then I see entirely what you mean, or else it just lets them filter a ton more.

I thought it's common logic. If it worked like that, it'd be an infinite mill on its own. And what's better: opponent getting pluses, or opponent filtering? I'd say the 2nd, although depends on what they play. Plus, you can use it to your own benefits too.

It wouldn't infinite mill. It only makes them draw when they discard for it. Which is why I found that part confusing. Also it's not like there IS "common knowledge" to this card.
I can't see a reason to use it outside benefiting yourself to filter, but I can't see that being any good for it outside of Commander, in which case everyone plays big draw spells so you're helping them in that case.

You're not really helping them because the discard isn't optional. Not every deck can afford discarding cards. Discarding a Jace or a counterspell can cripple a MUC deck.
Lets say that someone casts Think twice with Mephistopheles on the field. Normally, Think twice would be a +0, you lose think twice and gain a card. With CoM is a -1, you lose Think twice, discard a card and then draw 1. I think that putting a -1 in every draw spell is kinda cool. Multiples of this are insane and it does nut things with multiple card-drawining cards.
It's a cool card in casual or budget MBC decks and it's worth running it in control EDHs.
