Would be terrible outside of the EDH realm, because it's not worth the mana until you're spending 6 or above, and you can't waste all that mana, and a turn, drawing cards, especially when this is such a dead card before you hit those amounts of mana.
Don't see why not to run it in an EDH deck that can, though. At least it's cheaper then Blue Sun.

Im going to try to find a way to fit this into my Slivers. It needs more card draw then it does right now.

Being a Sorcery doesn't help it a lot TBH
BSZ at least can be used to Mana Sink during the opponent's end phase.
Althought Cost Wise "Stroke of Genius" also does the Job Better

Core Set '10 was around for Zendikar era, right? So land ramp possibly could've used this.
Don't see why, really, since you're cycling lands with Oracle of Mul Daya to begin with. With that option out the window, this card is pretty meh.
