Sticking scry on a Force Spike for {1} definitely does not make it more playable. The general rule is that {1} is not worth scry 1. I'd pay {1} for scry 2, but definitely not scry 1.
The real problem is that it won't really counter much when you want to counter it, and scry really isn't worth it here. Compare it to Dissolve; Cancel's the baseline, and scry 1 is there as the bonus (as with other 1UU bonus counters like Dissipate, or compare Murder to Hero's Downfall). For that reason, Dissolve is much more feasible for its cost.
I don't know how good this is in Limited either. Doesn't really counter when you want it to, but it does do the same trick that Frightful Delusion did in Innistrad (people won't expect it, so can bluff it; Frightful Delusion bluffed you not having Dissipate if you left just 1 blue mana up).
