EDH all day long. He also has {t}: Counter target spell, if you just exile Rewind. Awesome. Cryptic Command does seem awesome though. It also removes all colour requirements, so you could potentially cast something like Punish Ignorance without silly mana.

What I don't like about it is the fact that is a Weak 1/1 that can't activate its effects the turn it comes in unless it has haste...and then again...it is still a 1/1
