I feel like she originally had this ability and the same ability as the 2 mana mythic. That would have been really good. This is just awful. This literally appeals to fewer people than One with Nothing.

That new lead designer failed hard in her first work. It's saddening. And development didn't help either.

To be honest, Emmara was entirely development's fault. Sometime during Development, Doug Beyer, the writer of The Secretist novels and the person who made Emmara relevant to the plot of RtR, collaborated with the developers to make Emmara.
There is absolutely no way that Doug Beyer came up with this card, as his design input would have been strictly to do with creative stuff. This is completely boring.
Considering that Wizards have said that the Mythic was made entirely in Development, I do imagine, as Chris said, that Emmara had a variation on the Mythic's ability. Dev couldn't find a way to make it work, and put it on the Mythic instead.

I don't know, I'm attempting to quell the rage I've seen everywhere about this. If she had been given some kind of evasion, like, idk, hexproof, she would have be absolutely insane. Just preventing damage, though...egh.
5/7 Elf doesn't make a lot of sense to me, either, unless it's the fact that she exudes additional power from the ground around her. But meh. Still think there's some kind of balance to be said.

Chris and I's suspicions were confirmed by MaRo. Sigh.
So here’s what happened. Originally, some of the maze runners (aka guild champions) were rare and some were mythic rare. They couldn’t all be mythic rare because we only had nine mythic rare slots. Ral Zarek, a planeswalker, had already taken up the tenth slot. (Planeswalkers for complexity and specialness reasons need to be mythic rare.)
We talked about Ral just being the Izzet representative but decided that for numerous purposes (Commander being one of the biggest) we wanted a blue/red legendary creature and thus an Izzet maze runner.
It was decided well into development that the maze runners should all be the same rarity which meant they had to be rare as mythic rare wasn’t possible. This resulted in us making some changes to turn the mythic rare maze runners into rare maze runners.
One of those swaps was Voice of Resurgence with Emmara. As many have guessed, Emmara originally made the */* token (seen in the background of her art). It wasn’t a straight swap and there was lots of massaging of both cards. That is what happened.

Development constraints. Small sets are only supposed to have ten mythics, and by deciding that Ral wouldn't be the Izzet rep, they had to alter how they set forth balanced rarity.
Example: I would actually make Chris's version of Emmara at mythic because of everything that it does. Even with the p/t it would be just flexible enough to break that boundry.
This is really development's fault for how they organized the runner system, but people are just going to have to live with it. Selesnya's still not the most shafted clan atm based on the fact that Resurgence's potency just got flattened out by this. I'd say Dimir still takes the cake on that one.

That is currently the only complaint I have. That ability would justify a bulk rare enchantment, but they stapled it on a body that happens to have, idk, well-written lore?
There's only one defense I can give this card, and it's that it gives you flexibility (if only slightly) in Ghave Token EDH. Your convoke is "guaranteed" against Mortars wipes.

So WotC decided that they'd stop pushing rares for this one card only?
She looks like she belongs in Legends, not the same standard that's given us Thragtusk and Resto, and the same block that's given us Loxodon Smiter and Rakdos's Return at the same rarity. Not to mention all the other runners actually fit their guild perfectly with their abilities and it's clear they're from Ravnica. You can't just c*** up like this by accident.
